Obstructions

On-Road Hazards

A hazard is anything in the surface of the road which is likely to be dangerous or cause an accident, including potholes, cracks in the tarmac and loose gravel. Local authorities have a duty to repair defects in the highway and to keep the surfacing in good condition for all road users.

Off-Road Obstructions

An obstruction is anything which prevents the public from having free access over the whole of a right of way. Local authorities (such as a county or district council) have a duty to keep the highway clear of obstructions, including footpaths, bridleways, restricted byways and byways open to all traffic.
